What are the needs and requirements from stakeholders in the DIONE Project?

April 28, 2020We've had a short conversation with the DIONE Project Coordinator, Dr. Angelos Amditis, Research Director of Institute of Communication and Computer Systems. I-SENSE is one of the Research Groups of the Institute of Communication and Computer Systems (ICCS). They are very active in a number of Scientific and Research Areas with main Application Areas the Intelligent Transportation Systems, Virtual Environments, Assistive Technologies, Smart Integrated Systems - Sensors, Communication, Platforms.
Dr. Amidtis, what are the key innovation aspects that DIONE brings to the market?
As part of its ongoing move to simplify and modernise the EU’s common agricultural policy (CAP), the European Commission has adopted new rules that boost the potential for knowledge, innovation and digitisation to support simpler implementation of the modernized CAP.In this context, DIONE aims to offer a unique fusion of innovative technologies that will improve the workflow of agricultural monitoring and compliance checks for area-based direct CAP payments while also reduce drastically related operational costs. This is achieved by empowering the use of open Earth Observation (EO) data through the utilization of super resolution techniques that will improve the resolution of coarser Sentinel bands (20-60m) to the finer band (10m), while also enabling the combination of very high resolution with medium resolution data towards the extraction of information from within one pixel. Thus, EO-based analysis will consider also the so far neglected small parcel sizes or Ecological Focus Areas that are of great environmental importance.
Another innovation of DIONE lies on the implementation of a geotagged photos framework that will leverage augmented reality features to assist farmers in the collection of suitable photos of their parcels. This in-situ information comes with novel image forensic technology aiming to ensure that photos are tamper-proof and securely transmitted.
Last but not least, DIONE will provide a pioneering Green Compliance toolbox, that besides the compliance tool that will report on individual farmers’ compliance with CAP regulations, will for the first time provide quantified information regarding the environmental performance of greening in a regional and/or national scale of the paying agencies’ jurisdiction. This will help the paying agency report on its greening obligations to the EC, while it will also help the EC better evaluate the impact of the Modernised CAP regulations and answer to criticism applied in the most recent years.
