May 7, 2021The involvement of two paying agencies – the National Paying Agency under the Ministry of Agriculture and Cyprus Agricultural Payment Organisation – in the DIONE Project is very important since they are providing useful information and presents two pilots where DIONE Solutions will be applied. Representatives from NPA shared experiences from the involvement in the development of the DIONE Toolbox.
"Development of the DIONE Toolbox is based on user requirements and NPA as public-sector stakeholder identified main issues in order to get freely available, constantly maintained, agricultural business-related end user services, allowing timely and unambiguous decision making for administration and controls purposes in the future CAP framework. So far after design and during development of Services stages NPA has made in house analysis of data integration solutions to create a link between two systems (NPA and DIONE). Furthermore, NPA has indicated pilot areas for drone flights and collected ground points for photo rectification. These collected photos will benefit in developing the Super Resolution model and at the final stage will reduce total count of small parcels from follow up cases. Areas for top-soil reflectance measurements with portable VIS-NIR spectrometers indicated too. Further steps are to get a fields list and distribute measurements to NPA inspectors."
They also shared expectations from the DIONE Toolbox when it comes to integration with their business system.
"Implementation of DIONE solutions can improve the overall administration and control processes in NPA and subsequently, reduce administrative burden and increase the satisfaction and trust level of ~130 000 clients(farmers) making the whole process more transparent. By creating a link between the DIONE toolbox and NPA current business system it will be possible to get the necessary data for support measures that could be monitored and assessed automatically. At this point NPA will represent one of the most technologically advanced institution in Lithuania. Moreover, the company will be able to manage an appropriate number of inspectors ensuring a more balanced workload which will result in reducing the costs for controls. Achieve real benefits to the environment via constant monitoring and assessing environmental performance on a national scale."
